Your browser reads the file, lets you crop, rotate and arrange the pages, and builds the final PDF locally, using nothing but JavaScript running on your own machine. There's no upload step, because there's no server to upload to.
Most online converters work by uploading your file to a remote server, converting it there, and sending the result back. That means your document — which might contain personal, financial or otherwise sensitive information — briefly (or not so briefly) exists on a computer you don't control. It could be logged, cached, backed up, or exposed in a data breach, even if the service promises to delete it afterwards.
